This type of event,  where hundreds and sometimes thousands  of people need to be looked after in one area, which involve road closures and liaison with more than one stakeholder as well as the main client, need careful pre-planning. 

The site infrastructure may have to be built within a definite, tight timeframe and security is often paramount.
